Identify the need
The Parties or the PNA Office identify a capacity gap.

Develop a proposal
A training proposal, schedule, and funding needed to address the identified capacity gap are drafted and submitted.

Seek budget approval
The proposed training schedule and funding are submitted to Officials at the September Special Meeting to get budget approval to carry out training in the new year.
